A good strategic plan begins with ambitious but realistic goals.  How those goals are developed is just as important as the goals themselves: donors and other stakeholders expect to contribute, and they want to see how international activities will produce successful students and a stronger institution.  Campus leaders need to create the systems for monitoring progress and assigning accountability.
